The governance kernel devlog
Building structural enforcement below the editor, in Rust, in the open.
An R&D devlog for the Cognitive Delivery governance kernel: a compiled, auditable enforcement layer that sits beneath editors and agents. Each entry records what was built, what was learned, and what comes next.
The plugin proved that governance has to be enforced structurally, not requested politely. The kernel takes that lesson further down the stack: policy as a compiled artefact, enforcement that agents cannot route around, and an audit trail designed for evidence rather than decoration.
